What decides it
The first test is flatness across the cabinet and tile areas, followed by stiffness under load. Those readings decide whether correction belongs above the subfloor or in the framing beneath it.
Why this is worth doing properly
The wrong layout makes new finishes expensive camouflage. We draw the aisles, appliance swings, plumbing routes and structural changes first, while every inch can still be corrected without reordering a cabinet.
